Metro Town Meeting Overview

Metro will host three Town Meetings a year – one each trimester – to discuss and determine essential directions for the conduct of the school. While not every decision will be up for discussion, many will require the school community stakeholders’ input. To ensure the Town Meetings serve their democratic purpose of legislating matters concerning Metro, parent and student attendance and active participation in every session are vital. Participation is each stakeholder’s basic democratic opportunity and responsibility. The Moderator welcomes any constructive comments and suggestions on the conduct of Town Meetings.

Metro Town Meeting Guidelines

Prior to the Meeting

  • Voters will submit articles for discussion in a designated place. The principal will determine which articles will appear on the meeting warrant, which is the list of articles for discussion.
  • A warrant will be made available to participants prior to the Town Meeting. The warrant may be amended up to 24 hours prior to the meeting, at which time a new warrant will be posted.
  • When entering the meeting, each voter and non-voter will register as an attendant, designating a voting status on the sign-in sheet. A voter is defined as a current Metro staff member, a current Metro student, and one parent or adult advocate for each current Metro student.
  • Each voting member will be supplied with a voting mechanism and instructions for voting during the meeting.
  • There will be a speaker sign-up sheet for each article to be discussed. Any voter wanting to speak for or against an article should sign the corresponding speaker list before the meeting begins. The list will be divided into adult and student speakers. The Moderator will close the speaker lists with an announcement at the start of the meeting.

During the Meeting

  • Conduct at Town Meetings should be in keeping with the student code of conduct. Inappropriate behavior as deemed by the Moderator will be cause for removal from the meeting.
  • The Moderator will run the meeting, answer any procedural questions, keep the agenda timeline, and announce the outcome of voting.
  • The Moderator will introduce each article and corresponding speakers in the order of the printed agenda. The speaker order will be the submitter, followed by an adult and student speaker until either list is exhausted or discussion time is up.
  • The submitter of the article must be present to speak or the article will be dismissed without discussion.
  • The Moderator may limit the number of speakers per article at his discretion and set time limits on speakers as needed. The Moderator may table any discussion that detracts from the agenda.
  • To address the Town Meeting, the speaker must be recognized by the Moderator, stand and give his/her name and relationship to Metro and position on the article for the record.  Speaker comments are made to the Moderator, so speakers may not directly debate or address any other speaker or attendee. Disagreements are to be made to another person’s argument, not the person him/herself.
  • Non-voters may be allowed to address the Town Meeting from the speaker list with permission from the Moderator unless a majority of voters chose to deny the privilege.
  • Any attendee may call for a point of clarification at any time. A point of clarification is a request for a previously made point to be re-stated because it was either unclear or misinterpreted.
  • A motion may be called for vote without discussion if 2/3 of voters agree that discussion is not needed.
  • A motion can be reconsidered once, unless it is determined that new information exists that will affect the vote or a procedural error was made. Once a vote is made, it will not be reconsidered.
  • At the close of discussion for each article, the Moderator will restate the article and the percentage of votes needed to pass before calling for a vote. The Moderator will announce all voting results at the end of the meeting.
  • No new business will be introduced 15 minutes prior to the scheduled end of the meeting.
  • When justice or order requires, the Moderator may make exceptions to these rules as he deems appropriate under the circumstances.
